libassuan-dev software package provides IPC library for the GnuPG components, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libassuan-dev
libassuan-dev is installed in your system.
Make ensure the libassuan-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libassuan-dev *
You will get with libassuan-dev package name, version, architecture and description in a table
